The program may provide borrowers, who may not qualify for a refinance because of declining home values or reduced access to mortgage insurance, the ability to refinance their mortgage into a lower interest rate and/or more stable mortgage product. In order to take advantage of the HARP program the borrower must be current on their mortgage payment with no late payments in the last six months and no more that a single late payment in the last 12 months.
